94 prelude; need advice

Throttle body sensor? Could this be what is causing my motor to rev up and down? After it warms up and I press on the gas it will start to rev up and down. I replaced the electronic ilde air sensor and it still does it. While it's doing it I will unplug and plug the throttle body sensor in a few times and it will stop reving up and down however now it will stay idling at 1500.
