Totally. The only thing about a polarizer is that it would darken the whole scene. While it works pretty well, a graduated ND filter would work alot better for shots like this.
It's pretty much a filter where the top half cuts down (in third stops - .3, - .6, -.9, - 1.2, etc.) the exposure, and the bottom half is normal. So, it'll tone down the bright sky while keeping the foreground intact.
I keep meaning to get a GND set. The cheapest way seems to be using Cokin P holders and buy square filters. Holder screws onto lens, holds big squares of glass in front of the lens. Pretty simple, cheap, and totally modular.
