97 Passport - Airbag question

Hi,

I was involved in an accident last week in my passport. I hit an idiot who ran a stop sign. I was going about 35 mph. My airbags came out and because of this, it looks like my insurance company is going to total my car. Is it normal for airbags to deploy at this speed??
