91 DA integra rs revving while on idle

I got this car for free about 2 weeks ago and it revs itself constantly from just under 1000 rpms to just over 2400 rpms. The idle is broken but Im not sure it's just that. I disconnected the iac valve and the car still revved itself without the iac I'm just stumped any help?

Check the fit valve (fast idle thermo). Its under the throttle body. It has a plate on the back side facing the fire wall with 2 5mm bolts with a 8mm heads. Take them off. There is a plastic piece with a brass center. Take a short wide screw driver and turn the plastic piece clockwise till it stops. The brass piece will push down. Its spring loaded.

Could be a fit valve issue or maybe an issue with the vacuum leak in relation to the intake manifold. Here's a bit more on the situation with possible causes and fixes: http://wiki.answers.com/Q/How_do_I_f...s_while_idling
