Default 91 with "blocked" motor

'91 1.8l has not run for a year and stored outside. Trying to put car back on the road, and I need help understanding what is preventing the motor from turning more than 45 degrees. I've replaced the water pump and timing belt. The belt had not broken and the proper timing of the cams and crank has been retained. Turning the crank pulley, I find the rotation limited to 45 degrees. Has a valve rusted in an open postion? Next move? HLM.

More than likely rust has set in the cylinder walls. Might want to try spraying a good penatrating oil in each spark plug hole, then try working the crankshaft back and forth gently while adding more and more oil. If it doesn't get any better then it may be something else, this is the best place to start troubleshooting and you wond hurt anything in the process.
