Wastegate springs?

Finally gonna turbo the b16, got a cheap kit off craigslist for 350 so pretty happy bout that.. Anyway to the point: the kit came with what appears to be a 38mm "JDM Sport" wastegate.. My 2 questions are:
1. How can I tell the true size of the wastegate(32mm, 38, 40, 44, 50) ?
2. The guy I got it from said it has a 12lb spring... That's way more than I wanna go(7lbs), so I wanna know what springs will fit if anyone knows... I believe that a 38mm wastegate is the same across the board so any brand spring(tial, turbonetics) will work as long as it is designed for a 38mm wastegate.
Worse comes to worse I believe hooking up a ball and spring manual boost controller can dial down the boost to 7psi, correct? Chime in anyone! Thanks again, you guys are always helpful.
