I really dont think that you could make your own...I would just buy one of the Automete ones, they arent that expensive.

a $45 RPM activated switch and an LED. That's it.
if you really want to make your own RPM Switch it can be done. Not easy though. |

I used my spare Summit RPM switch, and a 12V blue LED. Works great and is easy to set.
