1987 Accord Brakes-HELP!

I am having difficulty with the Bolt on the Front Calipers. It is extending through the mounting bracket, and hitting the Rotor. In order to Torque it to spec, would require the bolt being in WAY to far. I would have tahought that the bracket holes would be blind, or have a shoulder to bring the bolt in to the correct distance. If anyone has encountered this before, and has managed to solve it, Please let me know!
