Don't know about earlier ones, but my '95 doesn't even have EGR. Maybe yours doesn't either??
High NOx... Lean mixture? Spark advanced too far? Combustion-chamber deposits? Bad Catalyst?

No EGR - that's what somebody else said in another forum. Hard to believe, as they have been around since the 70s! Well, I will look at the other things you mentioned. Hopefully, it will be cheap to fix, as the car's only worth ~ $800. Otherwise it may be time to get a pre-74 car which is easy to work on and does not require CA smog! Thanks for the tips!

There's a smog spending limit--depending on the value of the car, there is a monetary cap on the amount you are required to spend smog-legalizing your car before you get an automatic pass, which I think is a bit north of $100. Check it out--it can be an opportunity to get some other stuff done to "smog legalize" your car, AND you'll get an automatic pass.
