b18c1 and ecu

when installing the ecu for a b18c1 inyo a civic ex, should i use the p28 or use the one for the gsr? i heard of people using the p28 and having it chipped. also, what about the gauge cluster? doesnt the gsr rev higher then the d16 and also exceed it in top speed
