I searched this forum and others, but there wasn't much information to be found about the lower grill.
I have a 98 civic ex. When I made the top grill, I used gutterguard, and I like the way that looks, so I'd like to stick w/ a similar pattern of mesh. I prefer the idea of an insert as to cutting out all the pieces in the lower bumper. At looking at my lower grill area again, it seems like I could make the insert, maybe put a thin rubber gaurd around the outside of the mesh (unless there is a better way to keep the mesh from scratching up the car) and just hold it there against the cross pieces using wire/zipties. But will the wire be visible? "For mesh I use zipties or you can also use hotglue if you have it available and it will hold up." Perhaps you could give me a more detailed explination of how to make and attach the insert? Here is a picture of my lower grill as is:

Ok sorry I wasn't clear on what part you were goung to put it in.
I did mine in my Accord but I cut it a little bit oversized then force fit it into the lower grill. Its not an easy task at all and gutter guard tends to be too narrow to fill the opening in one piece so I ended up zip tying two pices together and clipping the extra plasic off the zip ties and made sure that the zip ties lined up behind the center bar on the lower grill. To attach it I merely forced the mesh in and it has held just fine but if you want to I would say take the bumper off and attach it with a couple drops of hot glue in key locations where it won't be seen.

Here is a pic of my upper and lower grill in and from one step back you can't even see the zip ties at all.
