Default 1997 Accord SE Auto F22B2 Won't Start

hi guys
I replaced the following items:

oil pan gasket
cylinder head gasket
distributor o-ring
spark plugs

now it won't start. The instrument/interior lights turn on ok. When I turn ignition it doesn't crank or click. All I hear is a buzzing sound from engine compartment. The lights (interior/headlights) don't dim when trying to start. This tells me the battery is ok,I tried jumping as well, didn't work. Multimeter on battery shows 12V.

I tried to start while knocking the starter, distributor, and main relay under the dash, but nothing happens (only buzzing). Even inspected main relay for bad solder joints, looks good. Checked all fuses: ECU, starter relay, battery fuse looks good.

Is it a bad starter?

Will the engine turn with a 19 on the crank pulley bolt? Are both wires hooked to the starter the main power feed and the solenoid control?

I haven't tried. Yes everything is hooked up.

Try locking your doors by pushing down the drivers side nob then with your master key unlock the doors from the passanger side and try to crank it . Sounds like the security system is on and needs turned off. Hope this helps
