EVAP line question [98 civic]

EVAP line question [98 civic]
98 Civic, 3DR HB
Hi All. I finally got my car started and noticed with I revved up and on the down rev the engine @ around 2500/300 rpms the engine would sputter. So I put that aside and was going to change the Dist cap once I changed the gas tank.
Now today I dropped my gas tank, cause it failed inspection due to a leak somewhere, only to find the rusted out area is right next to the EVAP. And the small line(the one that attaches to the white male connector) was cracked the length of the connection.
So my first question is, would this cause the misfire/sputtering; and
I think there is enough line for me to cut off that broken part and put it back on. But if there isn't enough room is it hard to put a nuew line in at that location?
thanks for your help. Been working on this car in the driveway for 3 weeks when the kid takes naps. My back/neck is aching...lol
