Fan not working

Fan not working
I filtered my way through other threads, but I couldn't find the problem for my specific motor.
I need some help the fan wont turn on on my dads 95 civic DX. Its the d15b7 and there's no thermoswitch. Head Gasket is fine and both fuses are good. The relay I'm not 100% positive about, but I was able to make it click. What other opotions could it be?
Any help is appereciated.
