check power to fusebox

I am trying to track down where power ends for my constant power lead
to my stereo HU.
It is not getting to the honda factory harness blue and white wire
How do you check to see if you have power at the fusebox?
I would like to pull out my radio fuse #28 and see if there is power there.
But when I do this (even where I know there is power) I get nothing.
