Default 92 civic ex sedan starter problems

So I have a 92 eg sedan with a d16z6, for some reason it will not start. It won't crank or make any noise besides the fuel pump engagement. The battery, ignition switch are fine but I have to jump the starter. I'm so lost on what could be causing this issue. Any advice is much appreciated. Thanks in advance.

Battery condition?
(fully charged)

Both battery terminals clean and tight?
(positive terminal supplies current directly to starter, negative terminal provides a path for current to flow from all electrical devices in car)

Everything is good there. I feel like it may be the ignition switch, but I don't wanna have to spend $140 on a new one.

Main relay?
(under the dash near drivers side door hinge; cold cracked solder in it can cause starting problems)
