it might be. the paint might just be holding the metal together, you know what i mean. it shouldnt have spread any further by the looks of it. ihelped restore an old challenger and it had some spots very similar to that, and when i sanded it down, the paint had held up small pieces of metal that had reusted, so a small amount of body filler was needed.
